झोलाछाप डॉक्टरों के भरोसे है बिहार की स्वास्थ्य व्यवस्था

डॉक्टरों को भगवान का दर्जा दिया जाता है क्योंकि वे हमारी जान बचाने का हर संभंव प्रयास करते हैं लेकिन समाज के ग्रामीण एवं शहरी हिस्सों से ऐसे केस निकलकर सामने आ रहे हैं कि शायद अब इस सोच को थोड़ा बदलने की जरुरत महसूस हो रही है।

समय-समय पर ऐसे कई मामले सामने आते रहे हैं, जहां पर्याप्त स्वास्थ्य सुविधाएँ न होने की कीमत आर्थिक तौर पर कमजोर व ग्रामीण हिस्से से आने वाले व्यक्ति को चुकानी पड़ी है। केवल आर्थिक तौर पर संपन्न ना होना इस बात का परिचायक बिल्कुल नहीं है कि उसे एक अच्छा जीवन जीने का अधिकार नहीं है लेकिन आजकल घटते इन केसों को देखने के बाद अनेक बातों की परतीं खुलती नजर आती हैं।

पेट दर्द के नाम पर निकाल ली किडनी 

मुजफ्फरपुर के सकरा थाना क्षेत्र स्थित बरियारपुर ओपी अंतर्गत बाजीराउत गांव की एक महिला की दोनों किडनी झोलाछाप डॉक्टर ने निकाल ली। 30 वर्षीय सुनीता देवी को पेट दर्द की परेशानी थी, जिसके बाद उनके परिवारवालों ने उन्हें मुजफ्फरपुर स्थित शुभाकांत निजी क्लीनिक में भर्ती किया गया था, जहां पवन कुमार और नारायण यादव नामक व्यक्तियों ने परिवारवालों से पहले करीब 30 हज़ार रुपये जमा कराने और ऑपरेशन की की बात कही लेकिन ऑपरेशन के दौरान झोलाझाप डॉक्टरों ने महिला की दोनों किडनी ही निकाल ली, जिसके बाद सुनीता की हालत गंभीर होते चली गई। इसके बाद परिवारवालों ने उन्हें दूसरे क्लीनिक में भर्ती कराया जहां पता चला कि सुनीता की दोनों किडनी नहीं हैं। साथ ही अगर जल्द डायलिसिस नहीं किया गया, तब उन्हें बचाना मुश्किल हो जाएगा। उसके बाद सुनीता के परिवारवालों ने दोबारा शुभाकांत निजी क्लीनिक में संपर्क करने की कोशिश कि लेकिन कोई जवाब नहीं मिला। यहां तक कि उन्होंने इलाज करने और किडनी की जिम्मेदारी लेने से भी मना कर दिया। चूंकि मामले ने तूल पकड़ लिया है इसलिए सुनीता को पटना मेडिकल कॉलेज व अस्पताल में भर्ती कराया गया है, जहां उसका इलाज किया जा रहा है। 

सुनीता के पति अकलू राम का कहना है कि उन्होंने अपनी पत्नी के इलाज के लिए कर्ज लिया था क्योंकि इलाज का खर्च बढ़ता जा रहा था। वर्तमान समय में अभी तक उन्होंने करीब 50 हज़ार का कर्ज लिया है लेकिन उनके पास रकम चुकाने का कोई साधन नहीं है क्योंकि वे खुद खेतों में दिहाड़ी मजदूरी करते हैं। 

मानव शरीर में किडनी होना गुनाह है 

हालांकि ये मामला कोई नया नहीं है बल्कि ऐसे कई केस पहले भी सामने आ चुके हैं मगर इससे सबक लेने के बजाय इसे बढ़ावा दिया जाता रहा है। 30 वर्षीय रिक्शाचालक सुरेंद्र के कंधे पर पांच लोगों की जिम्मेदारी थी। एक रोज पेट दर्द की शिकायत होने पर सुरेंद्र बिहार के वैशाली जिले स्थित महनार में एक निजी क्लीनिक में जाता है और डॉक्टर से अपना इलाज करवाता है, जहां डॉक्टर उसे एपेंडिक्स बताता है और ऑपरेशन के लिए कहता है लेकिन ऑपरेशन के बाद उसे मूत्र त्यागने में भी मुश्किल होने लगती है और धीरे-धीरे स्थिति बद्तर होते चली जाती है। उसके बाद सुरेंद्र को पीएमसीएच (पटना मेडिकल कॉलेज व अस्पताल) में भर्ती कराया जाता है, जहां पता चलता है कि उसकी दोनों किडनी गायब है। हालांकि इसके बाद कार्यवाही और जांच का सिलसिला शुरु हो जाता है लेकिन इन सबके पीछे देखा जाए, तब एक सवाल सामने आता है कि सुरेेंद्र की क्या गलती थी क्या मानव शरीर में किडनी होना गुनाह है, जो उसे यूं ही निकाल लिया जाता है। यह घटना साल 2005 की है।

बिहार में लगभग 4 लाख से ज्यादा झोलाछाप डॉक्टर हैं, जो लंबे समय से ग्रामीण चिकित्सक के रूप में काम कर रहे हैं। नेशनल हेल्थ प्रोफाइल के मुताबिक बिहार में आबादी के हिसाब से डॉक्टर की संख्या देश में सबसे कम है। बिहार में 28,391 लोगों पर सिर्फ़ एक डॉक्टर है। शायद यही वजह है कि बिहार के 534 प्राथमिक स्वास्थ्य केंद्रों में से ज्यादातर बंद पड़े हैं।

झोलाछाप डॉक्टरों की बढ़ती संख्या और लोगों की कम पैसों में इलाज कराने की मजबूरी के कारण ही क्या ऐसे केस बढ़ रहे हैं? यह सिक्के का एक पहलू हो सकता है लेकिन एक ठोस कारण नहीं क्योंकि ग्रामीण तबके से ताल्लुक रखने वाले लोगों के पास आर्थिक संपन्नता होती ही नहीं है, जिसके बल पर वे अपना इलाज किसी बड़े अस्पताल में करा सकें। इसके अलावा हर मध्यवर्गीय या ग्रामीण परिवेश वाले व्यक्ति की इच्छा होती है कि वो कम समय में अपने घर के आसपास ही इलाज करा ले ताकि उसे अपने काम से ज्यादा दूर ना रहना पड़े क्योंकि जिस मजदूर की एक दिन की आमदनी पर एक वक्त का खाना चलता हो, उसके लिए आधे दिन की छुट्टी लेना भी आफत है। ऐसे में प्रशासन की जिम्मेदारी महत्वपूर्ण होती है कि वे झोलाझाप और फर्जी तौर पर चल रहे अस्पताल, क्लीनिक या नर्सिंग होम पर नकेल कस सकें नागरिकों को उचित स्वास्थ्य सुविधाएं मुहैया करा सकें।
