The Claim
Referring to a paper on the CDC site titled – Interim Operational Considerations for Implementing the Shielding Approach to Prevent COVID-19 Infections in Humanitarian Settings – many social media users wrote, “CDC suggested putting high-risk people in concentration camps to shield them from low-risk people.”

What is shielding approach?
The shielding approach is a strategy of isolating high-risk people in a separate Green Zone. This is done to mitigate the risk to the low-risk population. While the Green Zones in the shielding approach are isolation centres, they are not concentration camps.
Is CDC planning to isolate high risk people from low risk people in the US?
No. There is no proof of this claim so far. No official communication has also come from the CDC or the US Govt. on plans of creating separate zones for high-risk people.
What is the CDC’s paper titled “Interim Operational Considerations for Implementing the Shielding Approach to Prevent COVID-19 Infections in Humanitarian Settings” refers to?
The said paper is a set of guidelines on how to minimize the impact of COVID-19 within humanitarian settings. The document advises implementing a shielding approach in “camps, displaced populations and low-resource settings.”
Humanitarian Settings has a clear definition as “a range of situations including natural disasters, conflict, slow- and rapid-onset events, rural and urban environments, and complex political emergencies in all countries.” The CDC guideline gives examples of such places as Chad, Myanmar, and Syria.
